De vroegere Zuiderzee was een kwetsbaar gebied voor overstromingen. Al in de 17e eeuw waren er plannen voor een Afsluitdijk. Maar de techniek was nog onvoldoende ontwikkeld. Daarom bleef het bij plannen.
